Thanks to a GTA fan who created this fix.

Rockstar Games, the creator and publisher of the GTA (Grand Theft Auto Series) Online, has announced a software fix that can reduce the loading times when playing the game. This was announced when a GTA Online gamer from GitHub (a website for software developers) has discovered a fix in which it can reduce the loading time of the game by 70%. With this happened, Rockstar would finally plan to release this update, in which they can incorporate the user’s solution in order to improve the performance, at the same time, the loading times of the game.
